Specific Queue Bans?

Hello friends, I am currently a diamond 3 player that loves to compete. I understand that at the end of the day League Of Legends is only a video game that most people play just to have fun. With this in mind id like to suggest that riot has Queue bans. What I mean by this is people who type "Its just ranked i dont care if i lose", or "This is a smurf account so losing dont matter." Id like to have a different punishment for players like these. I believe that banning people from playing ranked for a certain amount of time or even games played would be a decent option. So instead of banning someone from playing the game i think it would be a good idea to ban someone from playing Ranked games. I understand that this game is for fun but in my opinion and in the opinion of many others Ranked is for people who want to test their skill against other players and not just play a champion for the first time ever... well what im really trying to say is Ranked queues should only be for people who want to win. im not saying you cant have fun in ranked but if you're fine with losing, you shouldnt be in a ranked queue. thats why im suggesting that we start banning players who strictly play for fun from ranked queues.
