Banning

Is it accurate to say that Riot has to improve the amount of players that are banned? Because of how salty some people are others on my teams start to do worse and nothing is done about it. For example calling someone dumbass for trying to encourage fair and somewhat reasonable play between players is ok? In all seriousness can we please ban those who deserve it!
