@Riot, a proposal on punishment?
I don't care how many charts or graphs you shows us about player behavior, and how it's only a "select few" in the community who are routinely toxic.. you need to lay down the law, for the sanity of the rest of the community. Stop being an enabler and letting people do toxic things, saying you can "reform" them.. and here, I'm in the giving mood, I'll lay down some ideas to help you get better at actually punishing people. Implement the "4 strikes law." First off, clear everyone's sheet and start anew and all punishments go by on a yearly basis, meaning you only get 3 strikes against your record in a given year.
Of course, we should all hold Riot accountable for reviewing reports and making sure they are accurate, and report abusers should suffer harsh penalties themselves. A "ban review" option should be available as well for each strike a player gets, so they can try to make the case for their own defense if they feel they are being wrongly punished.

Strike One: Player behavior was bad, but since they do not show a history of toxic behavior, they receive a written warning from Riot, spelling out why they were reported and why they are being warned.

Strike Two: Player receives 7 day chat ban for behavior and another warning about potential punishment if player does not reform.

Strike Three: Player receives 7 day game ban, and another warning note, stressing this is their final strike for the year and any further issues will be ban-able on a 6 month basis or, if necessary and depending on what behavior is happening, permanently.

Strike Four: In extreme cases, and under intense review, players can be banned permanently. Any violation of the terms of use would indeed fall under this category as well.

Now, this is, in my opinion, the best way to go about punishment for a community, that frankly can be pretty damn toxic at times. Why?
Because, it gives people enough of a buffer that, if they are just having a "bad day" and are toxic for one game but otherwise are good members of the community, they don't get punished too harshly, but if they repeat behavior, then the mercy of the system runs out, and harsh punishment follows.
The reason why i think this is better than the current system: The fear of punishment is so low that, players will openly flaunt toxic behavior, believing that Riot is in essence, weak, on player punishment. You can see it in chat or on these forums plenty of times, or by asking the general community.

Of course, there will be those who say I am too sensitive, or thin skinned and need to deal with it. Perhaps, but that's not really what we are talking about, we're talking about the principal of respect in gaming, and following the rules of the Summoners Code as established by Riot. Common courtesy and respect is something we should all want, and get behind and those who work against that by saying I'm too sensitive are those who do not want to have respect or courtesy in their games.
So, in conclusion, I call on Riot to implement a stricter system for punishment. Make clear that toxic behavior is not tolerated, and that severe punishment can follow quickly if the player does not reform. ...............................................................
