Hate Speech through Client Chat

Hi there, first time posting here. Just had a question about the hate speech report option. After a game, a player added me as a friend (wasn't sure why). I accepted and he then proceeded to trash talk and threw at me many racist and homophobic remarks. He then IMMEDIATELY removed me from his friends so I couldn't even seen the chat screen anymore and couldn't screenshot it.

I was still at the end game screen so I was able to report him. Is this a bannable offense although it was out of game? He is clearly a toxic player and I would be bothered knowing he can get away with this kind of stuff.

Friend chat does take place on Riot's servers, so they do retain the right to take action. But, friend chat is entirely opt-in, unlike game chat, so Riot has in the past decided to not issue punishments based on friend chat.

There is the potential for action if you make a ticket, but if they were toxic in game or in post game, the possibility is incredibly low.
