Am I the only one who feels like reports aren't being used correctly

I mean I rarely see anyone go "oh no he called mE a retard for fail flashing, better report that toxic behavior" it's literally just scavenging for scraps looking for a reportable offense from someone AFTER the fact just to get them punished... I mean you never see someone go ":OOOO!! That mans name is xXxPuSsAYSlaYA69xXx I better report him!" It's always reporting someone for "feeding" or whatever after they go 0/2 or make an honest mistake
