Can you get Ranked Rewards at honor level 1?

I'm pretty sure this is in the right place..if it's not i apologize. If I unlock my honor level after being punished can I still receive ranked rewards at honor level 1?

Nope. Honor 2 only. Only good behaviors are rewarded in this game.
