Report system NEEDS a change

The current lol report system is extremely dissatisfying. The only thing riot currently has a fair punishment for is toxicity and a lot of bannable actions arent actually being looked at. I agree that toxicity is not right and must be punished but to ONLY ban and punish such action is wrong. There are numerous wrong behaviours that riot simply doesnt care about and they tilt players even more than toxicity. Why should my laner be able to steal my jungle camps while im doing it just because he is tilted and not receive a ban? Why should a teammate be able to play soraka top in a diamond+ game knowing that he would lose and perform bad and not get punished? Why would my teammate be able to rage quit a game and only get a higher queue time eventhough what he's done is technically worse than intentional feeding? Honestly i would much rather have some one encouraging me to kms or threat me rather then anything i stated above. I understand that some of the mentioned actions are hard to identify as the player might actually be trying or having a power outage at occasions but investigating some of the current players in solo queue will show you a lot of REPETITIVE unacceptable behaviours not being punished by riot.

Just fyi one of my friends actually does everything stated above and not get punished after he gets tilted in a game just to take revenge upon some other random player. He usually tends to pick yasuo bot and feed as much as he can but not get banned just because he has 2/20 kill participation and 100cs and it FEELS like he is trying, and i dont even discourage him, because it just shows how pootr the current report system is....

Many things you listed aren't punishable offenses. Off meta picks certainly isn't, neither is taking jg camps or CS, those are neutral resources that needs to be shared amongst the team. Though it is META that supports don't take CS and laners don't take jg camps early on.

Riot doesn't want to dictate a META. They will freely allow people to try and play different strategies providing if they are trying to win.

Rage quitters do get punished with a 14-day ban through manual reviews. Though they are careful not to punish those that have chronic connection issues. Of course, even if those people get punished, you'll never get any notification about it.

Who said they aren't being looked at?

The problem with punishing intentional feeding or trolling is that you have to prove intent. That is extremely hard to do beyond a reasonable doubt. If there's ever any reasonable doubt a player was not intentionally feeding/trolling/griefing, they will not be punished.
