Add a bigger penalty for dodging in PBE
11 games im trying to play, and everyone is dodging with no big consequences, it makes trying to find bugs by actually being able to play the game impossible.

The problem is that on both live and PBE the time before your dodge penalty resets is a fucking joke. Not even 24 hours.
Riot needs to start requiring you to complete games in the relevant queue to reduce the penalty. Even a 3 game requirement would fix the problem.
However, you just have to wait until tomorrow and, boom. Penalty's completely reset to base value.
You can't have both a pathetically easy to reduce penalty alongside a pathetically small initial penalty. One or the other, but not both.
Well, you just detected a flaw in their system. Looks like PBE works as intended :D
(But they wont change it, so maybe it does not work like intended O.o )
it'll certainly shut up the players who say dodging is a viable strategy because they judge players off their rank and other stuff.
And what of the times where you lock in support, and then realize you were assigned JG? Actually playing JG with a totally bad character+build is an offense, que dodging, not so much. I'll que dodge when I realize I made a significant mistake after accepting the que timer- which ranges from the above, to boss calling in asking me to come in to work.
