I was banned 2018 of January for Toxic Communications, I'd like to play this game again please unban me rito.

Permanent bans are well... Permanent. Feel free to make a new account if you want to play again that badly.
If you were banned over a year ago, then you might try to make an appeal to RIot directly. They did have a rehabilitation program last summer, but they haven't disclosed the results. Depending on various factors, you might possibly succeed. It has happenned. But usually, the answer seems to be "no". Ask nicely.

But you can make a new account and don't do what did on your previous account. The point of permaban punishment is permanent. Remember that your new account can face the same consequences as your previous account if you do it again. That means any progress you've made on that account will poof due to poor attitudes.
