I recently posted something about an elo booster and it got deleted, I was told to put it in the in game system but the ingame system does not allow me to go indepth with this situation. Can we get a personal Board that is private where we can send situations like this, Private meaning only riot staff can see anything in there.

No, because Riot has limited staff and resources. If they had a larger workforce maybe, but even then they probably wouldn't because of the 10 year old trolls.

Are you saying you found a game hack? Send in a support ticket. Riot will address it there. If you post it on the forums, it spread the word about the illegal booster. Riot doesn't want that.
