Essentially. That's my interpretation from Riot with the responses ive been getting recently. They refuse to combat the problem and still don't get why people are getting annoying. Honestly just start perma banning afkers if they baby rage.
Riot does nothing about it, because they claim "people can have tech problems, or real life emergencies". Which is stupid in my opnion, but you won't get Riot to listen at all.
Yeah pretty much, I’ve reported about 100 people for this in the past few months and I know Riot hit me with the “thanks for the assist” message for a Toxic guy but zero afks. Sucks huh.

But yes you are basically doomed to wait until the end of the game. One time our trundle left after dying once on top lane. He comes back, says internet problems... disconnects... comes back... disconnects. About 30 minutes in, he finally comes back with a stable connection and we win the game. Sometimes AFKs are just temporary internet connection losses.
Basically the no surrender is to draw it out and make it that much more frustrating for yourself. At the moment only thing I suggest is what other suggest. To report at end of game and carry on. Overall to avoid these players, try playing PvP for a while and "recruit" good players to bring with you into a ranked game, or to add to a club. This way you can slowly build a decent team for your ranked all the while cutting out the trolls and AFK's you hate so much.
Until the moderators and creators of this game get on the ball and actually assist the PAYING customers this will be a continual issue and their product will slowly degrade until they lose their revenue and popularity altogether
I've experienced a lot of inexperienced players, AFK's, Trollers etc... in just my normal games to make me avoid Ranked until I can grab a full team of better players. (plus I still make noob mistakes once in a while too and I really don't need to be flamed or reported/banned for a small mistake)
lol some players I've seen don't use abilities on guys like 
they use the regular attack, no AP builds.
Some just sit there in the grass and wait till you've done all the work for them. Its priceless and funny to see because we have easy bots and intermediate bots to help players avoid those kind of mistakes. Yet more and more seem to be popping up.
I try to avoid getting mad at this but still find myself Facepalming in front of my laptop every once in a while. Thinking "OMG! REALLY? Boots people Boots they help lots" or "uh...I'm a mage.Why am I engaging and tanking more than my tanks or ADC's?"
Can't speak to the AFK problem. I've never purposely AFKed. Sometimes I get what I have dubbed "The white screen of report" where the League server dc, but other than that I have the fortitude to play a game through win or lose. I don't know if this is accurate but in most cases that I have witnessed people don't early surrender because:
- They are not paying attention to the screen or the summoner dc message.
- People believe the exp is worth more if you don't surrender.
- They just don't want to go through the que again.

Depends on what you mean - in terms of an actual game, 15:00 is the earliest a Surrender vote can happen - and even then, it has to be unanimous. 10:00 would be way, way too early, and anything earlier than that would be outright ridiculous.
But, in the terms of a /Remake, there's an unfortunate issue. Taking a snippet from the /Remake FAQ:
##What if a player disconnects shortly after the game begins?
As long as the player is disconnected for 90 consecutive seconds, and remains disconnected at 3:00, /remake will be an option. So, /remake is available if a player disconnects at 1:00, but not if they disconnect at 2:00.

Sadly, there isn't much you can really do in this case outside of playing the game out to the opportunity to surrender or until the match is over. Of course, reporting the AFK'ing player post-game will help see to them being penalized.
