I recently almost had a game where for our ADC went Janna with cleanse and ghost and said that they were a troll and that they were sorry... And so I threatened, as the support, to go ADC instead to have some semblance of a chance with bot lane, but they refuted saying that stealing lanes was ban worthy. Are you allowed to take someone else lane/position if they are a troll?

I'd say "no", that's not allowed. Stealing roles is stealing roles, no matter which way you cut it. The punishment for such an action (on account of the troll) may be appealable, but there's no guarantees.
However, there's no rules against playing a kill Support who CS's more than normal.
You are required to play your assigned role/lane. If you are assigned support, you must play the support role. There is a carved out exception to punishment if both players communicate to trade roles before the game starts. Simply you believing someone else is a troll does not make it acceptable for you to unilaterally trade roles.
i have a little philosophy that i follow and that is "it is not stealing until they leave the lane" example being player 1 goes mid and say player 3 goes mid as well. player 1 could accuse them of stealing mid when they called it but it is not stealing until player 1 leaves the lane. imho opinion though calling lanes do not matter cause they all work. say the team goes mid, jg, and 3 bot. while it does leave top open if the 3 on bot work hard enough they can bulldoze bot lane and would be at the second turret before the top laner goes "oh shit bot lane is getting rekt. i need to go help them" and even if they dont and keep top lane the bulldozing of bot will most likely force someone to go bot leaving a lane open for someone else. my point is while the standard is: 1 top, 1 mid, 1 jg, 2 bot, there is no reason to try something different. it may end up working.
Lol i once played with a jhin support. Asked if he wanted adc, he just said "I'm suport" (typo included). So whatever... get into game, he buys dorans blade... like a complete fucking moron. So i buy a support item (I knew he would get the blade.. stupid ass jhin support) and get to lane I ask him "want cs?" He says "no I'm support" again.... so i cs and we win lane with some nice ganks. Of course we still lost that game, imo due to lack of cc and or tanks. Some people are just helpless and you gotta just play for fun and expect that of complete strangers.
