Couple of Questions.

Question 1: is it a reportable or bannable offence to have multiple accounts?

Question 2: if a player adds you and then says really toxic things in chat to you, is there a way to report that?

Reason I ask is because a long time ago i had a girlfriend who wanted to learn to play so i made a low level account to play with her. well my main has a ban on it and i realise i was wrong for what i did. I figured since i realise how toxic i was and how stupid it was to be toxic since it literally solves nothing, that i would help clean up the community and i was talking to someone and he said (in regards to being a toxic player himself) "it teaches the kids to learn to play the game or they'll keep getting bullied and hopefully kill themselves." Now i didnt know this player was that toxic until after i got out of the end game window and he was pming me. how can i report this behavior?
