Every player who is "Toxic" deserves to be banned by Riot,and what about trolls and afk players,they don't get banned.. And then I ask,how is it fair ??????
Trolls and inters do get banned but because they're getting smarter about how they avoid detection (and because Riot wants to try to avoid punishing innocent players as much as possible) it's harder to catch them in the act compared to simple chat-related offenses. Gameplay related offenses when proven to be on purpose are assigned a 2-week ban as the first punishment. In case you don’t believe me on this point here are a couple examples of gameplay trolls being banned. Yes it’s just a few examples, but it proves that they do get punished.
That said, there's still no excuse for using chat as a tool to verbally abuse and harass other players. If a player can't interact with others without trying to ruin their experiences or tick them off then online multiplayer games are just not for them.
Why did riot make MUTE button when they ban toxic players,you have an option to mute someone,and automatically u are protected of toxicity,but you don't have an option to kick a player from your game because he is ruinning it.
Because one, the mute button =/= a get out of jail free card so get over it, and two someone playing poorly does not automatically mean they're trolling. Also, perma-mutes don't work because then the hardcore griefers will just switch to trolling and inting. No one wants that hence the limited amount of chances you get and how hard you have to work to earn more of them back.

If they've blown through all their chances and still refuse to change their behavior then yes they do deserve to get banned.

They're trying to make the game and enjoyable one to play by punishing and/or removing the ones who just want to make others miserable and that's it.
