Ranking issues

I think everyone knows about the ranking problems, i myself have experiencing this problem. > What is the problem?

Well this problem is how i said it , about ranking, and it's about not ranking people by skill, but by wins. Yes, i know this is funny for higher rank players but, bronze, silver players are unable to rank up because their teammates performances are bad, like trolling teammates. There are a lot of trolling people like this : , and i think it is bad for the ranked games to have this kind or worse of trollers. > Why am i saying this?

It's because i can't play ranked if i know that some people are going to troll, you can see that from the start of the lobby and that is the only chance you have to dodge, yet if you dodge you will get a dodge timer and the troller/flamer will not punished. Like the ranked instalockers, it is because auto fill and they usually become support, and support is the most unfun role to play, i know but they instalock as troll picks and they say they will go on other lane and that they don't care about the others. And because this happened to me, i mean i played my best in all games but the problem is, how i said trollers/smurfs. > How can Riot fix this?

I think limiting 2 accounts/3 per computer ip would be the best way to resolve this, i think it would be good to rank players by their ingame score ( KDA/farm/Damage done/Gold achieved ) .
