Questions about Suspension

I completely understand the fact that my in-game comments were rude, racist, and uncalled and that I completely deserve this suspension. I just had a question about it. How come I was not given a chat restriction but a straight-up game restriction. Since the fact that I was suspended came from the chat, would it not make sense to just restrict me from using that. Instead of the game, since I did nothing to actual ruin another person game-play but their chat experience
