An idea to improve spamming, verbal abuse, and afk phenomenon

The league of legend nowadays are not the same as I played before, there are too much players came here to express themselves in bad ways like abuse people and feed or just troll. This game has made me feel really bad a lot more than before. I figured a way to develop a better game circumstance I believe. League really needs to improve the bad behavior system. Not just in punishments after they finished the game and made everyone unhappy, but solve the problem immediately in the game. Like the CSGO game, players during a game can vote to kick out a player with bad behaviors. If the vote passes, people in queue can choose to keep on playing the role of the player who just got kicked (the new player may also choose to get the same amount of gold and buy his own items). So the game can go on nicely and smoothly. If too much wrong votes or bad intention votes may go on, start this kind of vote only in certain circumstances would be perfect (like a player spammed too much, typed too much words or sensitive words, or he is afked for 2 minutes)
