Leaver flagged, wasnt my fault
Hey, I was just playing and some workmen in the building cut the power without letting anyone know, so it flagged me as a leaver and i got no rewards. How do i rectify this?

I wouldn't worry a whole lot about it. Yes, it's annoying to lose out on rewards for something that wasn't your fault, but it was one game. Unless you make a habit of leaving, it's not going have much impact on your account's standing.

You cannot "rectify" this because ultimately, you left a game and abandoned X other players.
You don't. While I personally believe what you're saying, how is anyone but you supposed to know that's what happened? A game was disrupted for 9 other people because you weren't there, and that's not their fault. Riot can't reward any type of leaving because ultimately, only you know why you left.
Cool, so basically im guilty of someone else dc'ing me right at the end of the game and being flagged as a leaver. They cut the power literally 2 mins before the game end. Awesome, if they do it again im gonna break legs
There is no way from a technical point of view to know if somebody was working in your building or if you ragequit by abruptly unplugging your router. It may be not your fault but its still your responsibility. You are responsible for your material and network. I already provided the FAQ:

We understand that players may be forced to leave from time to time so the system has been designed to keep these situations in mind. After leaving a few games, you will be placed into a low priority queue; as long as you can complete 5 matchmade games without leaving, you will be returned to the normal queue. However, if you continue to leave games, you will remain in the low priority queue.
