Game review

I am curious. When a review is done of a game where a player is being declared toxic does the review take into account why the player is being toxic. I get the "no toxic players" stance and that's fine but when punishing the toxic player I hope we are punishing all the people who instigate it as well as participate in it

Here is what I ran into....

Playing Bot support. Not having a good game, poor match up. I'm 0/3/0 my ADC is 0/4/0... just not a good lane. Really could use the jungle/mid to roam down and help. Without ping or notice our Jungle comes down once, early before anyone had gotten any kills. We do not get a kill out of it and he declares immediately he will not come down again. Left alone in the bottom lane to suffer getting 3 and 4 man gangs on us. the game is quickly 17ish to 5. I called for another gank, Got nothing... sooo we put up the vote... mind you I am not toxic yet. I just wanna move on to another game.... 4 for 1 against... the jungle

I lost it.... I was toxic and I know it. So while I accept I should have kept my mouth shut.... I am not a toxic person and every game before this shows that so I have 2 questions.

1. will the jungle get a warning for his actions that led to the toxic environment...
2. If I would not have said anything and just reported him would he have received the same harsh warning? (I didn't take this action because I don't see you all punishing someone who just decided to not go bot....even though it still breaks the game)

Both actions, me being toxic and him not wanting to play the game as a team breaks the game for everyone equally... I feel the punishment should be at least equal. I even said in open chat to all I hope this game gets reviewed because while I knew my actions were toxic the Jungle acting as he did is FAR more toxic in my mind.
