I have personally heard that some normal lol players somehow "join" the tribunal thingy. I was just wondering what that is and how can you "join" it? Thank you for all your help. BTW I have heard that it was down for a long time, is it still down until THIS DAY?

Yes, its still down. But its one of the next big things to work on.
