Punishment for dodging every unfavorable match-up?

I have a friend (Gold elo) who decides that whenever anything in the champ select does not go their way (they get their main banned, they see that someone is playing a champ they haven't on op.gg, etc) they instantly dodge and just take the LP loss and continue on with their day waiting the queue timers. Does Riot have any way of punishing these people who do this just to try to preserve their elo because the challenger players do it other than just more LP loss or queue timers? In my opinion I believe that people who constantly waste time and pervert the integrity of actually playing against people that might be in an unfavorable match-up deserve a worse punishment than what they get. I honestly believe that people deserve to start getting bans after champ-select dodging (not to mention for the toxicity that is shown in it) rather than the meager punishment that is dished out. I understand a person dodging a game due to circumstances not relating to the game (family, other engagements, etc) but the way that people abuse the system is far out of line.
