Time outs

You can report all you want for intentionally feeding but Riot will more than likely never ban them because bad games exist and that's the excuse everyone uses so I am here to suggest a way around that. Yes everyone has bad games, I've had terrible lanes and games have been lost because of me while I am still trying and obviously not intentionally feeding, I don't believe games like those deserve bans but I do believe they deserve time outs. What I mean by a time out is a restriction from playing ranked for X amount of games or days if you get reported too much for "intentionally feeding" or add a new option "Tilted" which is a real thing that ruins games, players who may not even realize they are tilted and start playing horribly. With this in place it would make intentional feeders easier to find and ban because if you see a bunch of "time outs" on an account that should raise a red flag. This is just a suggestion and yes I am low elo and yes this is for low elo mainly, if you guys got better ideas other than "git gud" or "learn to carry" please help this threat with your ideas.
