The reason this is such a big deal to me is because I got suspended for 14 days for saying it once. Yes once in game.

The reporting tool has been bad ever since Tencent took over and we lost the tribunal.
My chat log for my only game in chat suspension included lines of me asking the person harassing me to 'please stop.' which shows how good quality it is. (Really if you have a group of 3+ ganging up on someone, you can get pretty much anyone punished.)
