2 feeders in one game on our team

Why do we still allow feeders to play in ranked games? Bronze is full of them and if you are the unlucky one they are on your team or even worse you get 2. I am not talking about those who try and just get pummelled but those that stand there and let the adc destroy them level 1-5. Can we perhaps create a sub bronze tier that these players get sent to so they can have their style of fun together and destroy their own games leaving us to enjoy a challenging win without feeding on either sides. 0/18 scores really shouldn't exist in ranked (or any game for that matter). Can we sort this out please??
