I mean, the best that can be done is to give Shaclone the same treatment they gave tyler.
An ID ban where they ban any account that they spot and confirm to be his. Tyler got this after several dozen accounts banned, with many of them banned for being bought accounts and other infractions besides poor behavior.
Personally, I think there's grounds for an ID ban since he quite literally stated his intentions in the video to continue acting this way. The question would then be, would Riot want to dedicate the time and effort to enforce the ID ban? His viewer count is pretty low, so it's not like he's being this horrible role model to large swaths of the player-base. But I don't think that should sway Riot's decision.
