BAN system = problem system?

Hi there, i would like to ask admins and developers, why the BAN system isnt work. The main reason is that I'm meeting/having trolls in every RANKED game. I think if the system works, this type of players cant play, but in reality, this is the most toxic game in history. Its not about skill its about luck how many flamers, feeders you will get in team. If its normal okey, but in rankeds? Its incredible, how lazy admins and other riot stuff are. There is no statistics and schedules of nickanames which was banned. For example this guy: EU East - nick : Russische Mafie . He was flaming in chat while picking, he trolled pick teemo and his first move in game was going under enemy tower, then fed mid, fed bot and abbusing all players. 9x report but no answer? In ranked? I have all pictures of his behaving, but no one cares. the system is bad and its not working. Wheres tribunal? Funny how much money you get from selling RP etc. but cant build a normal, fully functional system of banning players. Thanks for answer RIOT, i would apreciate if CEO of RIOT write me in personally.
