How can you check the status of a Report that you send post-game when the person was toxic?

The guy is no longer in my Recently Played lists, but he played Jayce top vs my Shen.

He starts the game off in all-chat telling everyone they should contemplate suicide, saying specifically it should all be on our minds much more than it currently is. He then all-chats than I am bad, and then I proceed to get a kill on him.

For the rest of the game he all-chats "dumbass" and "bitch" to everyone. He even q+gates our Ryze who uses Flash to live, and there he goes again in all-chat berating Ryze for having to use it. He does this after pretty much every engage or fight, exclaiming things like "lol 2v1 and i still got a kill TRASH TRASH" and so on and so forth.

I realize /muteall would have fixed this from my perspective, but right off the bat he tells everyone to think about suicide and insinuates we should actually be committing it. I reported this guy a few days ago and have yet to see a response like I have in the past stating "blah blah your reports have led to a player being punished." I know there is a level of trash talk that doesn't walk the line of being toxic, but talks of suicide in that manner should be completely punishable.

So I ask, how can I request the chat logs of that game, or specifically, might I ask why that player was never punished?

You can't get a status update on the investigation of someone else. Report them and move on. You only get punishment notifications when your report was the last straw which triggered it.

You can't, but if he/she continues this behaviour he/she will get punished.
