This is getting out of hand
First game I play today I get someone in my team that says “gg I’m trolling” and proceeds to int and take the wrong runes on purpose. Riot needs to do something about this.

Hope you reported them. Riot cant proactively prevent that. It would be literally impossible. All they can do is deter the behavior with threats of consequences.
You know, I try to not judge you based on our past arguments, but you literally firebombed your own post by putting in this kind of nitpicky crap -

Stick with what the actual problem was, the person inting.
Someone said that they were inting AND TOOK THE WRONG RUNES? I was on the fence until I read that, honestly people should get permabanned just for taking the wrong runes, it's a despicable action.
On a serious note, submit a support ticket for the highest likelyhood of getting them banned here: support.riotgames.com
Just mention that they said they were going to do it in chat then actually did it.
