Int in Ranked--> Banned/Suspended --> Log on another account

Today, I met the best Sion player in North America. At around the 7-minute mark, my team's top lane Sion randomly decides to roam bot lane and the bot-side jungle, letting a Tryndamere top push and get first turret. Then around the 11-minute mark, Sion leaves his lane again to roam mid and jungle, letting the Tryndamere get a second turret top. Naturally, the whole team was kinda tilted but no one wanted to surrender yet.

Me, I've met players like this Sion before. They try to go beyond to make an impact but end up setting everyone back because they don't quite know what they are doing. I recognized this in Sion right away so I didn't say a word because having someone trying and failing is better than having someone trying to fail. Unfortunately, our Twitch did not recognize this and instead, got into an argument with Sion.

As a result, Sion decided to intentionally feed (int) for the rest of the game. At first, he ran it down middle lane with or without ult a couple of times until the turret and/or enemies killed him. Then, he went to a side lane a few times, mindlessly farming until enemies came to kill him. He admitted in all chat that his feeding was intentional, and told everyone that it was because of the Twitch. Teammates and enemies said that they would report him but that didn't stop the inting. Honestly, my team could have won if he had just went AFK without feeding because our team fighting was strong and we were scaling well. Unfortunately, the Sion had other plans so we spent 42 minutes fighting a 4v6.

When Sion decided to flame others, one of them brought up the fact that he is currently silver 2 and was bronze last season. His response was that only the specific account that he was on is silver, implying that he had higher ranked accounts. Which means that once his account is banned/suspended, he will simply log on to another account and possibly ruin other people's games. At this point, I am utterly amazed. This guy went 5/18, made fun of gold players, and doesn't care that his silver account will get punished. He even AFKed a few minutes before the end of the game, probably to log on to another account and start up another game. Our reports don't matter because Riot punishes accounts, not people.

I get the feeling that Riot doesn't care that people do this with smurfs, but they should. Yes, they probably make a lot of money from people with multiple accounts but what about player experience? Why should 4 people not have fun and lose LP because of 1 asshole whose ban means nothing to him?

There is no good way for Riot to accurately detect and punish smurfs, without catching innocent players in the mix. If you have ideas on how Riot could do so, without a) falsely banning non-smurfs and b) having some requirement making it harder for legitimate players to create accounts, please share them.
