Chat blocked in pre&post game lobby (not sure if this belongs here)

The chat block thing has been around for a while now. A nuisance but not a problem. After the latest patch though, it seems I'm near permanently chat-blocked. Even when other people are posting! At a glance, I seem to be blocked when ever a message appears (source irrelevant). And it lasts a few seconds. EDIT:* and apparently at random too.

Don't know if this is a bug, a punishment, or just some RNG system randomly shitting on me [again]. Anyone else running into this problem?
