If I charge back every penny ive spent on this game they just don't let me play until I pay it all back right?

Technically yes, but getting your money back from whatever payment method you were using is not always that easy, and is impossible for some. It's easier, healthier, and more enjoyable to simply follow the rules and not get permabanned 6 times.
I honestly hope you don't get a single cent back.
You should learn that in life there is no easy-button to buy and use products/services and then simply return them later just because you're done with them and expect to get your money back.
You can try and charge back your money, but Riot has every right to contest those chargebacks and most places trend to side with the seller.
