Or it's not and you just assume it is. I've reported ppl before and it tells me when one of my reports has helped a player be punished. Not sure what problem you are having.
If you sat there every waking moment of your day reviewing reports your efforts would go largely unnoticed because what you could humanly review would just be a drop in the bucket compared to the amount of reports coming in. A bucket wouldn't even be appropriate for the analogy, it would be closer to a pool.
You act as if the only reports being made are against those actually trolling.

and since job applications as riot support doesnt need you playing the game, theres no point in saying "you cant hire enough people" because you could. theres enough humans lol
For cases where it is obvious, I wish the system would just instant ban, but if you are talking about the Try game you had, kind of hard to tell.
