I don't think you know what permanent means.
Permanent means permanent. You won't make the same mistakes on your next account if you learned from them.
They only did the permaban lift on NA to see if people actually reform and the program has been closed for a while now.
If they decide to try on OCE, apply when they do it but there's no guarantee it will ever be tried on OCE or any other server besides NA.
