LeaverBuster vs. Chat Restriction/Account Suspension

So... I'm at the point where I need to ask which is worse: LeaverBuster penalties or Chat Restriction/Account Suspension?

Riot policy seems to be that players are expected to turn the other cheek, but I don't have it in me to bite my tongue every time some asshole decides to ignore advice and continue feeding or trolling, nor do I have it in me to supplicate myself in the hope that their egos will be stroked enough to cooperate. And since my time is valuable to me, I'm just going to quit every single game that someone is feeding or trolling if the LeaverBuster penalties aren't as severe as the penalties for "negativity" in chat directed only at absolute shitlords.

Honestly, what Riot needs to implement is a system that allows you to report someone when you quit a game. Like, if someone is trolling and I don't want to waste my time in that game, I should be able to quit, and instead of the game asking me if I'm certain I want to quit, it should ask me WHY. It might help Riot implement better policies against trolls and the "negative behavior" of idiots to know how often people are literally quitting out of games because of other players. It's stupid to have to waste my time playing a game that is fucking miserable because of other people just so that I can report them at the end.

If you open your window right now and listen very intently, it's quite likely that you'll hear a dog bark.

Holy Shit! I want to run over there, and yell at that dog until it shuts up! I don't have it in me to go out there and supplicate with a steak and rub it's belly till it quiets down! Since my time is valuable to me, I'm going to stop doing <thing I wanted to do> and hide in the cellar every time I hear a dog bark.

There are other options available aside from "negativity in chat directed at shitlords", "stroking egos", and crankyquitting.

One very obvious option is ignoring them.
