Can you somehow get unbanned in League of Legends?
Long story short I've been very very toxic and I regret it. Is there really no way to get your account back when it's perma banned? Can I be sorry for for my bad behavior or something?

Nope, sorry. The only way you can get back into the game is by creating a new account and starting all over. :C
Yes, it is possible to get your account back but it's extremely unlikely. It is completely up to the discretion of Riot.
Contact support and be polite. They likely wont give any consideration to someone who is rude in the ticket or doesn't understand why their behavior got them banned in the first place.
