I just rage quit a normal game at 3 minutes in...
I logged back in 15 minutes later and got a notification that my honor level went back up to 1. (was HL 0 before this)
That's a bug I think.

Honor is no joke to riot.
Their robots work hard to confirm you leaving the game was the right thing to do.

Honor is given on a delay.
I noticed this when I logged in, didn't play a game, logged out, and then got an honor up when I logged back in.
Honor usually lags a bit when you earn it. Ragequitting a game doesn't give you negative honor. Since the game was complete, and you didn't get any valid reports, it still counted as a non-toxic game. So it gave you the last push you needed for the next honor checkpoint.

As I support main, I normally tell others to blame the jungler instead.
But please blame the support mains this time.
Does it mean I get level 2 if I do it in a ranked?
If you don't usually ragequit, you won't be punished for the first time in a while. This is probably to stop stuff like powerouts from causing too much problems.
maybe the system thought your teammates are so toxic, the enemys deserve the win. no idea lol
The fact of the matter is that honour is biased towards players who can spend hours upon hours playing, and against those who can't. And losing honor due to a chat restriction at the end of the season effectively hamstrings people who can only play a few games a week.
