So, AFK is not allowed, but 3/2 vote hostage games are. Even worse when the enemy plays along to farm kda. Haven't seen a passed surrender vote for nearly a week on my team, and I bet some of our stomp games had failed votes too on the enemy side too. And god forbid if you get a troll duo like I did.

Since nobody has point out why a supermajority is required in the first place:

The voting options are inherently unequal. A failed vote can be repeated, a successful one cannot. A successful vote has a direct impact on everybody's MMR and rank. A failed one only has an indirect effect on everybody (by being more time consuming). Both of those also mean that the troll potential of unnecessary surrenders is much higher than the troll potential of blocking a surrender vote.

You're right that 3 / 5 a majority. Surrender doesn't need a majority though, it needs a supermajority - aka: 2 / 3 or more. You need to exceed 66% of players on the team wanting to surrender. 3 / 5 is only 60%.

  2. 3/5 is a simple majority, which is rarely used in anything.

A supermajority or supra-majority or a qualified majority, is a requirement for a proposal to gain a specified level of support which is greater than the threshold of one-half used for majority.

Honestly, I can tell you from experience there have been a number of times I've played games where 3/5 voted to surrender, and we went on to win. Some of those surrender votes were even put up by me, and in hindsight I have to be thankful for the stubborn players who refuse to give up.
