Can riot tell the difference between running it down and just being bad?

I would like to know if there is anyway for them to ban someone who runs it down assuming they say nothing in chat. It can't be based on kda because some people have major internet problems/having a bad game/new and i can't see total reports being relevant because again it could just be them being bad or whatever over the course of a lot of games. My question is can riot actually ban someone truely inting at all? I'm just curious.

Riot can tell when someone is inting or trolling even if the person in question doesn't say a word, and there are plenty of cases of them getting banned (14-day ban first punishment). It's just identifying intent that's the problem, which the IFS isn't good at doing consistently enough unfortunately. Part of that is due to giving people the benefit of the doubt and erring on the side of caution to make sure simple bad games aren't mistaken as intentional acts of griefing. Once it's confirmed to be intentional then they do get punished eventually.

Basically if there is a troll on your team who likes to bully and instigate, you are assumed guilty because riot loves to protect these little bastards and ban real players for not bending over far enough every game.
