Why are intentional feeders not banned?

Sent in ticket, response is "Intentional feeding players recieve a 14 day ban" I'm like, Great! This guy who inted in my ranked game won't be allowed to play for awhile, that'll show him.

Nope, no ban sent. The Lulu's chat logs literally say "I dropped from gold, I dont care anymore, going to int" he then proceeded to run into the enemy team for the rest of the duration of the game specifically to make us lose.

NO PUNISHMENT GIVEN.

Why is this the case? Why does he get to break the rules even though I send in not only a report in game but a support ticket specifically to get him punished.

Injustices like this are what prove to him personally that he CAN get away with inting. This isn't ok.

Trolls and feeders do get banned but because they're getting smarter about how they avoid detection (and because Riot wants to try to avoid punishing innocent players as much as possible) it's harder to catch them in the act compared to simple chat-related offenses. Gameplay related offenses when proven to be on purpose are assigned a 2-week ban as the first punishment. In case you don't believe me on this point here are three examples of gameplay trolls being banned. Yes it's just three examples, but it proves that they do get punished.
