Sorry but permanent bans are forever. Seeing that reform card there, I definitely feel it wasn't placed in error, as that's the only time they will reverse that action.
Hate speech and encouragements to self-harm are clearly not appropriate, and this ban is from today, according to this image. That plus your response in this thread that you were "just responding to your teammates" (something that does not make hate speech any more appropriate) seem to indicate that no, you are not actually suddenly reformed.
Additionally, Riot does not lift permanent bans in 99.9% of cases -- especially not in ones as egregious as this one.

Looks like a bait thread.
Maybe next time rush this holy build 
instead of typing? I've seen some 
players did that and they still managed to piss their teamates off while dodging potential bans.
