Why are people always toxic, gold 3-Gold 1 deranking cause people throw or int or grief...

So ive lost 6/7 games today probably 27/40 games this week all because of people who are toxic or grief, an example would be this xin zhao in my last game who says in team chat thats hes done with our shit and is just going to farm and refuse to group all game which lost us the game, And i mean i would be fine with that, but i mean riot report systems... like i honestly am about to uninstall because toxic players who grief dont seem to get the ban hammer? And i know its a bit stupid to uninstall after deranking from gold3-gold1 because of bad teams and people who dont get banned, but i honestly dont see this problem improving in the future, Like can i ask a riot employee if there is ever going to be a actual ticket report system that works? And if i seem a bit bitchy im sorry just its honestly infuriating, Some examples of the bad teamates would be people who troll pick lanes then int/grief when they get told off for it, (Lulu top Feeds she is 0-4 10 minutes in, I then tell her to play it safe and she goes off on me and says shes going to int in chat because of it... "her end game score was 1-7) Another example would be (Nasus top 1-7 who is cussing out bot lane and me while his duo friend is also doing the same) My last example would be a (0-3 twitch bot lane 10 minutes in who just starts running it down bot lane after the support says shes going to roam and help other lanes...) like riot can you please do something... its infuriating...
