does riot have language barrier?

riot are those people that type another language that surprisingly you understand to curse you going to be banned? Due to the fact that i understand chinese words/spelling and some spanish, there are commonly people typing using languages other than english to curse for example, your parents, or just simply cursing you.(way more often in chinese for some reason) Honestly, these people have no manner nor "sportsmanship" at all, yet I'm not sure if you guys can see these behaviors. here's my post dedicated to ask you simply this question, along with one recent case in my game.. Apparently i didn't do "too" well in the game, resulting in such abusive comment.

It is my understanding that they do punish for any language that breaks the rules. I could be wrong though. One thing to remember, is that you dont immediately get punished for one instance of toxicity, unless it is extreme. Of course, if they break the rules, it will still count against them, but it may not be enough to reach punishment level.

Granted, some people from other countries just say it.

One time, this Chinese player in my game said everyone on my team should be gunned down like kids at American schools. I reported, but I guess that doesn't count as bad enough. Apparently.
