Prevent trolling on smurf accounts

Earlier today I played a ranked game where my lvl 30 unranked mid laner proceeded to troll after our jgl made a mistake while ganking him/her. It's frustrating to know that if their account gets banned the player doesnt really lose much except from time spent getting the account to lvl 30. Although this does not happen often it makes me anxious knowing that if i do something that annoys one of these players, such as a misplay, then they'll just grief my game knowing that their main account will be safe and sound. Is there anything that can be done against these players to prevent these sorts of situations happening again? Like some sort of system in which you have to link your new account to an account that is ranked and obviously needing confirmation on the ranked account to accept this new account so that if the player griefs on the new account their main account will be punished as well. Also a setting that can turn off notifications for confirmation as bigger players like streamers of challenger players will get a lot of people trying to link to their account

Well I guess that's enough of me ranting, if anyone else has an idea for how griefing on smurf accounts can be prevented then feel free to add to this post, maybe someone from riot will even take one of our suggestions into consideration.
