Riot hasn't exactly defined what it means to be "toxic" in this game

It's stupid how if your team doesn't like you, they can report you for whatever reason. And if you get reported, it's up to a group of kids to decide whether you're toxic or not. It's purely a popularity contest. We need some clearly defined rules. The term "negativity" is extremely vague.

It all boils down to not saying or doing anything that you know will just tick other people off (in other words don't be a jerk). Also, even if everyone in the game reports you as long as you've done nothing reportable you won't get punished and the false reports will get thrown out.

Yes Riot has. http://www.ign.com/wikis/league-of-legends/The_Summoner%27s_Code

here you go, the definition of what not being toxic is.

Here is the official one http://na.leagueoflegends.com/en/featured/summoners-code

I don't think they need to define "don't be a Jerk" further. And sure, some people probably don't know what that means, so there's punishments before getting a permaban.

It's supposed to be vauge.

Riot has left it up to the community to decide what is toleratable. The Instant Feedback System takes information of the millions of reports the community makes daily and learns from what is / isn't acceptable within the community.

In KR server, your mom jokes are widely shunned upon, and they even consider calling someone a silver toxic. The same behavior is reported much less in NA servers.

Btw if you're talking about verbal abuse for being toxic. Even if the people report you, it will do nothing because the machine goes through your chat logs.
