Now that all the preseason changes have been announced, I'd like to propose a change of my own: a ban appeal system.

Currently there is no form of appealing a permanent ban issued by the instant feedback system, except for the support-ticket one which provides close to no result but for a back and forth discussion on "How I did nothing wrong" and "We're sorry but there's nothing to be done.".

So what I am proposing here is not a make-a-wish foundation for getting players unbanned at will because they've been good mama's boys since they were banned or because there has been a long period of time which can be considered as a "well earned time of thoughtful behaviour revision" so the player is no longer a gas can ready to be ignited but rather a "probation time" or some sort of mark on the player in cause. Look at it at some kind of reintegrating a meth-addict into society, a rehab. Possibly a centralized system of players "banned but unbanned" where they are allowed (or not, depending on how bad their actions were) to regain control over their banned account, but kept a close eye onto so that at their next wrong move they will be permanently locked down for good, with no chance of revision whatsoever, sort of a "leech" to a player's account that triggers instantly when he/she tends to have an uncouth behaviour.

I don't think Riot would actually implement this system mainly because League of Legends already has a reform system in place that handles this. It's the reason why people usually get more than one ban before they are permabanned - so that they can learn from the ban and reflect upon their actions. Sure, if Riot was straight up permabanning accounts on their first offense, then maybe a system like this can work but I've never heard a story where the first ban someone received ended up being a permaban.

There is a huge problem with it.

It creates an incentive for permanently banned players to create a new account. And the lvl 20 challenge demonstrated, that the vast majority (95%+) of palyers that manage to get a permaban, are so inherently toxic, that they simply wont change. In that test, they said number didn't even manage to get a new account to lvl 20 before getting banne again by the tribunal, which was already relly, rreally slow to react.

It is simply irresponsible to give permanently banned players a incentive to create a new account, because this will greatly increase toxicity. These players had their chances, at some point it is simply time to think about all the other players that would be forced to play with them. Its horribly unfair to force all the other players to endure these people.
