Report for Leaving?
I didn't get banned for it or anything, it's completely unrelated to me, but why is there an ability to report for someone leaving the game, doesn't Riot already hand out a punishment?

its to make sure the system is up to date when reports get valid. Remember AFK use to mean (at least for this game) when someone wasnt playing usually by staying still, or leaving the game completely. Because of this people try to cheat the system and just walk around the base. When you report someone its basically telling the system this person might be breaking the rules in a certain way. thus evolving the system to learn better!
It's leaving/afk. Sometimes people are still connected but sit in the fountain until the game is over.
It can help trigger manual reviews, but as you said, AFKing/leaving is already punished through the automated system regardless of whether its reported or not. If people are just walking around in the base, they will still be caught by the leaverbuster. If they are doing it in a less obvious way, such as just walking around warding and maybe autoing someone a few times, then its extremely unlikely they'll be punished outside of a manual review.
