Can someone just roll out the new champ select already?

These past few games I have been forced to leave due to people either a. instalocking and then someone declaring that that role is specifically theirs. instalock onto some . Or someone declaring that they can't do x role, especially support (because support is one of the most brainless roles in League, all you have to do is make sure that you and your ADC don't die) and they will instalock the role of their fancy. Often by this time, I have locked in as whatever role as I called it. I hate having to dodge queue because of some people that just merely skip over take a role that someone else has already locked in, and then force to dodge while also receiving the time penalty while watching those who incur these problems walk away scotch free. What is this bug that is preventing the rollout of this new champ select and when is the estimated patch in which this new champ select will be up and running.
