I feel as if Riot should host an event every year for every perma-banned players who still play this game but on another account a chance to reform, and this could be a yearly event to give perma-banned a chance to show riot that they have learned from their mistakes and deserve a second chance on this game, and this could be done by unbanning certain accounts and looking at the player behavior in chat, and their honors and seeing if they deserve to be unbanned.
Riot is actually doing a limited-number experiment on NA right now to see -- again -- whether or not giving permanently banned players a chance to recover their accounts is worthwhile. If it succeeds, it will likely find its way to your server as well!
