Toxic Panth Tries to Intentionally Tilt, Doesn't Receive a Ban.

I just played a game with a Pantheon where he was just intentionally trying to tilt me all game, by spamming his Mastery, Emotes, and calling me trash in All chat. When I called him out for his incredulous behavior, he just replied with "If you say so" over and over again. After, he kept coming at me, still trying to tilt me, I told him that he was tilting me with how much he kept harassing me. Big mistake. He just continued to harass me for the rest of the game from that point forward. My teammates thought I looked like an easy target I guess though, since they all decided they would take their frustrations out on me as well. After the game was over, I had seen all of my teammates and Panth call me a myriad of extremely toxic insults. I reported everyone of the players that were toxic to me, and patiently waited for a ban notification for at least one of them. That's when suddenly, Panth adds me, three times in a row. I add him just to see what he wanted, and that's when he said "LOLOLOL YOU GOT BANNED. How are you enjoying your chat restriction?" He had added me back just to laugh in my face about it. I was literally flabbergasted at the audacity he had, to add me just to rub salt in the wounds, but then I realized after a good 10 minutes of waiting. I was never going to get a ban notification, because League's ban system is bullshit. Before I ever even start saying anything back to him, he Insta blocks me, and the chat is gone. That was the most tilting part of all, this guy has the audacity to add me, act like a complete prick, but when it's time for him to get a taste of his own medicine, he instant blocks me and runs. I guess it was a blessing in disguise though, since I would've said some very chat restriction worth stuff lol. It's very depressing, this guy harassed the fuck out of me, and honestly ruined that entire game for me, and yet he's allowed to continue playing, not even penalized for his behavior, while I get a chat restriction. Is there any moderator I could talk to, that way this Panth can actually receive the ban he deserves?
