They don't give a fuck about trolls or soft afks as long as they aren't actually running it down mid, leave the game all the way, or typing no tolerance words in chat. I've actually made two posts on the subject over the last week myself because it's really ruining my enjoyment of the game. I can deal with mean language, I can deal with bad people who are trying to win, but I can't deal with getting someone on my team who deliberately tries to ruin the experience every 5 games or so.

I doubt any automated system will analyze that properly, so it would probably take a manual review. I'm guessing at least a few days for Riot support staff to get to it.
Nobody escapes the ban system, trust me this is like my 12th account, and the slighest toxicit you spread you get banned, u would laugh hard if u see my last chat log ban.. it wasnt even toxic but wathever
I think Riot's stance on their report system is, "if it ain't fixed dont break it anymore"

The guy is mourning (same as me), leave him be.
Pressure them into making their inting detection better by bogging down their support team with tickets. That's currently the only way.
